Data "gap" in impulsive events frequently observed by ACE and WIND. See top two figures.

This dropouts may be explained by propagation of SEPs in turbulent magnetic field produced by footpoint random walk on solar photosphere. Figures below. Giacalone [2000]

Time dispersion in Impulsive events
Mason (1999)

Particles collected by detectors will produce time dispersion because they have different velocities and pitch angles.
Note: In large-amplitude turbulent magnetic field like interplanetary magnetic field, the particles are strongly scattered therefore the pitch angles of SEPs are never be a constant in any sense.
